      依據《肯尼亞標準法令》第496章（Standards Act Cap 496,laws of Kenya）和2005年7月發布 的《第78號進口產品質量法令》（Quality Imports Order No.78）,為確保進口產品的質量，為肯尼亞 消費者提供安全、健康、環境等方面的保護，肯尼亞標準局（KEBS）于2005年9月29日開始實施出口 前標準符合性驗證計劃（PVoC）。 

      在實施PVoC計劃之前，肯尼亞采取對進口貨物實行到貨驗證制度，但容易導致貨物進港的延遲，而 且對于不合格的產品，KEBS還需將其遣返或以不污染環境的方式銷毀而造成額外負擔。因此，從2005年起開始采用PVoC這種出貨前驗證的方式。 

市場準入要求 

      肯尼亞標準局（KEBS）于2005年9月29日開始實施出口前標準符合性驗證計劃（PVoC）。PVoC目錄內的產品必須在出貨前獲得符合性證書（CoC），到港時提供給肯尼亞海關，否則將無法入境。如果沒有CoC 特殊情況下可由KEBS決定對該批貨物實施檢驗，并處以罰款。 

適用范圍 

      標準符合性驗證計劃PVoC覆蓋電子電器產品、玩具、汽車、食品、化學物品、紡織皮革、家具、建筑原料、二手產品等14大類。

認證流程 

PVoC 包括以下關鍵要素： 

——貨物裝運前檢查； 

——在具備認可資格的實驗室進行檢測、評估； 

——審查產品生產過程； 

——文件符合性檢查； 

——對測試報告與標準符合性的審核。 

獲得PVoC認證有三種方式： 

方式 a）：每批貨物檢驗及測試出口商聯系所在國的PVoC辦事處，提交填寫好的認證申請書（RFC）和本批貨物的形成發票，或者由肯尼亞進口商提交進口聲明表格（IDF）和形成發票復印件，啟動PVoC過程。PVoC辦事處對貨物進行檢驗，確認其是否滿足肯尼亞標準/技術規范的要求，并抽取樣品進行測試，如果 測試結果合格，將根據進口商提供的貨物最終發票頒發CoC證書（對于航空運輸，允許根據形式發票頒發證書）。 方式a）的CoC證書有效期為90天，只對該批次的貨物有效。食品、藥品、化學物品只能使用方式a）。 

方式b)：產品注冊、檢驗及有限測試如果同樣一種產品多次出口到肯尼亞，建議使用方式b）。出口商向PVoC登記、許可/認證中心提出申請，提交產品符合肯尼亞標準/技術規范或國際標準的自我聲明，以及由按照ISO/IEC標準認可的實驗室出具的產品測試報告、ISO 9000 證書等技術支持文件。PVoC登記、許可/認證中心審核出口商提交的文件，如發現問題，將要求整改。確認產品滿足要求后，PVoC中心將頒布產品登記證。出貨時出口商應向PVoC辦事處提交產品登記證復印件、認證申請書和貨物的形式發票，PVoC辦事處同樣要對貨物進行檢驗，但只對個別批次抽樣測試。出口商還需提供貨物最終發票，PVoC辦事處審核各種文件后頒發CoC證書。產品登記證有效期1年，產品須持續滿足登記要求。如果產品進行了修改，修改后的產品也必須相應進行產品登記證的修改。 

方式c)：產品認可產品登記后如果質量穩定，在較長時間內持續滿足符合性要求，可向PVoC登記、許可/認證中心申請許可證。PVoC中心將審核產品的測試報告，必要時進行補充試驗。另外，還將對工廠的生產設施進行檢查。經過以上各步驟的審核后，制造商將獲得這種類型產品的許可證。以后產品在出口時，制造商只需要提供認證申請書（RFC）、最終商業發票及許可證復印件，PVoC辦事處即可頒發證書，無需每次驗貨和產品測試。為監督產品的符合性，PVoC辦事處保留抽驗已獲許可的產品的權利，但事先會通知出口商。如果產品持續滿足要求，許可證可以每年更新，更新時將對工廠的生產設施進行監督檢查。如果產品進行了修改，須申請重新登記。

2．所有二手車輛須符合KS 1515：2000及其他肯尼亞標準或技術規范； 

3．集裝箱貨物需執行封箱檢驗。

根據2019年6月4日肯尼亞發布的政府公告OP/CAB9/83A，為了確保所有進口到肯尼亞的產品都嚴格符合國家要求，由以下11家政府機構監管的貨物也將開始按照肯尼亞標準局KEBS（Kenyan Bureau of Standards）實施的出口前符合性評定方案 PVoC (Pre-Export Verification of Conformity)進行管控。貨品在清關時需提供一張Enriched CoC，以證明該商品符合肯尼亞適用的有關標準和技術法規。
